<P>PROBLEM TO BE SOLVED: To improve reliability in providing a cash card. <P>SOLUTION: A cash card is issued to a user whose transaction account has been opened. On this occasion, an acceptance server 12 issues an unique authentication code, and generates user exclusive URL on the basis of the authentication code, and execute the QR coding of the URL (steps S31 to S33). Then, a 17-article document to which the QR code has been attached is created (step S34). Afterwards, the cash card is delivered to the hand of the user with the 17-article document on which the QR code has been printed. When the user reads the QR code on the 17-article document by using the QR code reading function of the portable telephone, and performs access to URL, a user exclusive Web page is provided from the Web server, and a card validation procedure screen is displayed.
