PROBLEM TO BE SOLVED: To provide a low-cost oxygen separation membrane element which can be equipped with a thin and highly airtight oxygen separation membrane. SOLUTION: A porous substrate is made of ceria-stabilized zirconia, and therefor, even when the oxygen separation membrane is formed on the porous substrate so as to have a very thin thickness of about 20μm, the denseness of the membrane is increased to increase its airtightness. Ceria-stabilized zirconia is extremely low in cost in comparison with a La-based perovskite material, which is a component of the oxygen separation membrane, and has high thermal resistance, which enables the acquistition of a low-cost oxygen separation membrane element which can be equipped with the thin and highly airtight oxygen separation membrane. Additionally ceria-stabilized zirconia has oxygen ion conductivity, which further increases the oxygen permeability of the porous substrate to further increase the oxygen permeability of the oxygen separation membrane element.
