<P>PROBLEM TO BE SOLVED: To enable to automatically switch in linking with switching to a locking position or a lock releasing position, to have no possibility of receiving any design restriction, and to enable to visually clearly recognize whether a rotational member is at a locking position or at a lock releasing position. <P>SOLUTION: A character "O" is written on the rotational member 13, and a character "N" is written on a cap member (non-rotational member) 12 so that when the rotational member comes to the lock releasing position, by arranging it with the character "O" written thereon, "ON" is displayed.
