PURPOSE:To provide a substantial improvement in operating efficiency by a method wherein a part of component element protection cover is utilized as a pin holding member. CONSTITUTION:A structure of fitting part of a resilient holding plate 44 and a set lever 32 is constructed such that a base plate 17, a pair of first bearing plate 17a and second bearing plate 17b formed at the base plate 17 to face to each other, a first bearing hole 65a and a second bearing hole 65a made at each of the first and second bearing plates 17a and 17b, respectively, and faced to each other, a set lever 32 of a rotating member with its rotational center holes 32b and 44a being arranged between the bearing holes 65a and 65b and a resilient holding plate 44, a fourth pin 33 and an eighth pin 45 inserted through the first bearing hole 65a and the second bearing hole 65b and the rotational center holes 32b and 44a in such a way as the large diameter heads 33a and 45a are arranged at the end part of the second bearing plate 17b, and a parts protection cover 59 having a stopper 59a approached to the large diameter head parts 33a and 45a and fixed to the base plate 17.
