PURPOSE:To intend the high-speed performance of photographing and the price reduction, by catching a turning point that a phenomenon occurs by a picture image data change detection circuit, starting or stopping the recording a picture image data to a memory bank constituted by an OAM from a point of time where this detection circuit generates a picture image data change signal. CONSTITUTION:A picture image input unit 10 is installed in an optimum position to catch an image of target, and a state change detector 7 is put to ON. Then, a picture input data D1 from the picture image input unit 10 is successively recorded in 3-1, 3-2, 3-3...3-n of the frame memories in a memory 3, and when reaching to 3-n, it returns to 3-1 again, and the picture image data come to be successively recorded in the form of a loop. On the one hand, the picture image input data D1 is monitored by a picture image data change detection circuit 4, detects the change quantity of the number of picture elements in a RAM first area 20 in this RAM 17, and if the change quantity of this picture element is more than the specified value, a picture image data change detection S1 is output against a control circuit 2, and the stop of the picture image input data D1 against the memory 3 is stopped.
