PURPOSE:To obtain a high resolution, and to record and preserve an original picture separately from a picture to be field by setting one of readout speed at a low level, and setting others at levels lower than that. CONSTITUTION:A digital signal which is changed to a luminance signal and a color difference signal at a matrix circuit 2, and is supplied to a frame memory 5 through an AD converter 4, is read out at a prescribed speed. The readout speed is set at a readout speed control circuit 6, and when it is requested to obtain the high resolution, it is set at the low level. A signal S is supplied to a discrimination signal adding circuit 10 through a DA converter 8, and on which a speed discrimination signal and a frame discrimination signal are overlapped, and is supplied to a video signal recording and reproducing device 12 through an FM modulation circuit 11. In such a case, corresponding to a control signal from an input/output control circuit 26 and the readout speed control circuit 6, the readout speed of the second system path supplied from the frame memory 5 to a digital input/output circuit 24 is set at the level lower than the above one.
