Device for cutting up circumferential sheaths G by means in particular of a ring (31) formed of two halves (32, 33) which can rotate in unison in order to walk cutters (40) along a cutting line and which can rotate with respect to one another in order to command the advancement of the cutters (40) causing levers (39) which carry them via projecting portions (45) to turn. Toothing (36, 37) at the periphery of the two halves (32, 33) is responsible for these movements. The sheath (G) is not rigidly fixed to a support but placed with sufficient play for it to be able to move and be centred between the cutting wheels (40) regardless of its manufacturing defects, which avoids vibrations and excessive loading. <IMAGE>
