PURPOSE:To attain the charging of a connection-less packet. CONSTITUTION:A frame detection section 20 detects a frame from a transmission line 10 and sends the detected frame to a protocol type detection section 30 and an address detection section 50. The protocol type detection section 30 judges whether or not a protocol type is a charging object protocol and outputs a charging command signal representing the result. A write control section 40 updates a count section 60 based on the result of a charging command signal. A counter section 60 has a counter for each address and records the communication quantity of a charging object packet for each transmission address. A unit price recording section 80 stores a price per unit communication quantity and a counter section 90 generates charging information by the counter section 60 and the unit price recording section 80 and records the charging information for each address to a charging information recording section 100.
