PROBLEM TO BE SOLVED: To provide a liquid developer excellent in adhesiveness and capable of forming a thick toner layer with high resolution and high accuracy, at a low cost. SOLUTION: The liquid developer includes an electrical insulating solvent and toner particles contained in the electrical insulating solvent and including a core particle, a thermoplastic resin fine particle coating layer provided on the core particle surface and a charge control agent added to the thermoplastic resin fine particle coated core particle surface, where the electrical insulating solvent further contains a binder and a solvent capable of dissolving the binder and having a lower boiling point than the electrical insulating solvent.
