PROBLEM TO BE SOLVED: To provide a headrest which is excellent in versatility and thin and reduces an operation load to position the headrest in a housed state by tilting from a head supporting state in order to enable the light operation, and to provide a vehicle seat equipped with a headrest. SOLUTION: The headrest is equipped with a pillar 1 mounted on an upper part of a backrest sheet S2, a headrest frame 2 rotatably engaged with the pillar 1, a headrest frame biasing means 3 for biasing the headrest frame 2 to one side, and a locking means 4 provided between the headrest frame 2 and the pillar 1. The locking means 4 includes latch plates 41, 42 which are provided on the pillar 1 and have engaging grooves 41a, 42a and a rachet 46 which is pivoted by the headrest frame 2 to rotate and is detachably provided to cross the engaging grooves 41a, 42a, and the rachet 46 is engaged with and detached from the latch plates 41, 42 by the movements of the engaging grooves 41a, 42a in the direction of the height of the grooves.
