PROBLEM TO BE SOLVED: To provide steamed cake dough giving a steamed cake which is soft and well crispy and has a good flavor, and to provide a steamed cake having the characteristics. SOLUTION: This steamed cake dough comprises 100 pts.mass of grain flour used for the steamed cake dough, and 5 to 100 pts.mass, preferably, 10 to 70 pts.mass, more preferably 20 to 50 pts.mass, of a composite material comprising water, a gelling agent, and a food raw material in which the content of phospholipids in milk solid contents is 2 mass% or higher.
