PROBLEM TO BE SOLVED: To provide a technology for allowing a mobile relay car side to easily discriminate how a transmission wave outputted from an FPU transmitter is received on a receiving side.

SOLUTION: The FPU transmitter 14 mounted on the mobile relay car 12 transmits a digitally modulated transmission wave toward a base station 20. A receiver 40 of a head office 30 receives a digital modulated wave transmitted from the FPU transmitter 14 via the base station 20 and demodulates and decodes the digital modulated wave. The receiver 40 also evaluates a receiving state of the transmission wave by ranking it and outputs an evaluation result from a speaker 62 or the like by voice. The outputted voice is transmitted to a radio terminal 19 of an operator of the mobile relay car 12 through a radio terminal 39.
