PROBLEM TO BE SOLVED: To perform line emulation of the TDM line of multiple access in an asynchronous communication network such as a packet network. SOLUTION: A write address is generated for each of multiplexed lines, a read address is generated on the basis of the write address, and a frame is formed by performing read by reading address. Also, the write address is generated on the basis of the write address of a line to be a reference, write is performed so as to be close to each other and then the frame is formed.
