PROBLEM TO BE SOLVED: To provide a filter device which is easy in maintenance and inspection, and to provide a device which has the filter device and surely acquires and removes living organisms in ballast water. SOLUTION: Two assemblies with multiple filter bodies 17, 18 mounted on substrates are symmetrically disposed with the other plate faces of the substrates 12, 13 faced in parallel. A back washing mechanism 21 is provided between the substrates 12, 13 of the two assemblies. Two back washing pipes 24, 25 of the back washing mechanism 21 are provided corresponding to respective assemblies and driven and rotated around a central axis 1 by a drive part 11 of the back washing mechanism to sequentially move communication positions with multiple through-holes of the corresponding substrates by the rotation of the pipes 24, 25. The two back washing pipes 24, 25 are connected to a discharge pipe 35 while being allowed to relatively rotate in relation to the discharge pipe 35. A vessel has a part to be attached 8 attached to an attaching part at a position where the central axis becomes horizontal, and the vessel has end lids 3, 4 attachably to the end parts in the central axis.
