PROBLEM TO BE SOLVED: To extend a photographing range of a picture after conversion when needed in the case that an aspect ratio of a picture before conversion is changed to generate the picture after conversion. SOLUTION: In the case that a scale factor of a picture P2 after conversion is lower than that of a picture P1 before conversion when the aspect ratio of the picture P1 before conversion is changed to generate the picture P2 after conversion, the picture P1 before conversion is reduced in accordance with the scaling factor, and then margins Sl and Sr are given to the reduced picture P1 before conversion, and cut-off areas Cu and Cd are cut off in accordance with the scaling factor when needed, whereby the picture P2 after conversion is generated.
