PROBLEM TO BE SOLVED: To solve the problems wherein flexibility becomes inferior when a polyolefin-based resin is used to obtain a high variation factor as PTC characteristics and a high variation factor cannot be obtained although flexibility is achieved when using a thermoplastic elastomer. SOLUTION: An electrode wire 3, where a metal wire 4 is covered with a second-conductivity resin composition 5 having a high variation factor, is used as a heater electrode, and a first-conductivity resin composition 2 where a heater surface is flexible is used, thus obtaining a high variation factor and flexible sheet heater easily.
