PROBLEM TO BE SOLVED: To provide an outer ring manufacturing method capable of suppressing occurrence of shrinkage or damage, and of manufacturing a high-quality outer ring (outer ring for a bearing device for a wheel). SOLUTION: This outer ring manufacturing method is used for forming an outer ring of a bearing device for a wheel provided with a cylindrical body part 23 having a raceway surface on an inner periphery, and a mounting flange 24 projecting from the cylindrical body part 23 in the outer diameter direction. In a first process 31, a solid material 30 is formed into a material 35 to be brought into a cold closed forging die device in a warm or hot forging region. In a second process 32, a softening treatment and a lubricating treatment are executed to the material 35 after the first process 31. In a third process 33, the material 35 with the softening treatment and the lubricating treatment applied thereto is put into the cold closed forging die device, and a mounting flange 23 is molded by extruding a center part by pressing the material 35 from both end sides in the cold closed forging die device.
