PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of highly accurately inspecting a clock signal even when the clock signal has a high frequency. SOLUTION: A semiconductor integrated circuit is provided which is characterized in including a plurality of latch circuits (11-18) each outputting a second clock signal resulting from frequency-dividing a first clock signal and making the first clock signal into a multi-phase signal having two or more phases. For example, the plurality of latch circuits are a plurality of flip-flops which are connected in a loop shape and in each of which the first clock signal or a logic inverted signal of the first clock signal is inputted to a clock terminal.
