PROBLEM TO BE SOLVED: To provide a guide function for preventing any delayed operation of a first segment die for forming a lacked tooth with respect to a second segment die for forming a spline tooth. SOLUTION: A gear forming device comprises a first segment die 118 for forming a lacked tooth on an outer circumferential surface of a boss part 22 of a workpiece and a second segment die 120 for forming a spline tooth on the outer circumferential surface which are radially divided in plan view in an opening part of a holder 116, and a guide plate 160 which is attachably/detachably and exchangeably provided on an inner wall surface of the holder 116 and has a guide surface 159 abutted on a first inclined surface 156 of the first segment die 118.
