PROBLEM TO BE SOLVED: To provide an information providing determination device, an on-vehicle device and an electronic intersection system capable of providing only warning information required for a moving body to prevent a collision accident occurring at an intersection. SOLUTION: The electronic intersection system includes a moving body behavior information acquiring means for acquiring behavior information before entering the intersection of a first moving body 9b entering the intersection, and behavior information of a second moving body 9a entering the intersection; a communication means for communicating with the second moving body 9a entering a communication area 2a-1 covering at least a part near the intersection; and an information output determining means for determining whether to regenerate a warning concerning the first moving body 9b, in an on-vehicle device of the second moving body 9a based on the behavior information of the first moving body 9b, the behavior information of the second moving body 9a, signal information, intersection information, warning information, delivery control information and time information.
