PROBLEM TO BE SOLVED: To provide a numerical controller, a control program and a storage medium, allowing collective setting of an upper limit value and a lower limit value of input tool data by only inputting the tool data. SOLUTION: This numerical controller sets the upper limit value and the lower limit value of the input tool data by an operation panel 10, and sounds an alarm to notify an error when erroneous input of the tool data deviating from a permission range sandwiched by the upper limit value and the lower limit value is performed. A numerical value of the input tool data is stored in a RAM, and a parameter previously stored in the RAM is performed with addition or subtraction to the numerical value to calculate the upper limit value and the lower limit value of the tool data in a lump and to perform automatic setting. Thereby, since trouble of inputting the upper limit value and the lower limit value of the input tool data can be omitted one by one, setting work is quickened and facilitated.
