PROBLEM TO BE SOLVED: To prevent useless power consumption in a whole video image signal processing circuit and a whole system. SOLUTION: In the video image signal processing circuit 3, a horizontal synchronization signal is separated from an input analog video signal by a synchronization separation circuit 53. It is confirmed by a synchronization signal supervising counter circuit 54 that an "H" period of the horizontal synchronization signal has continued for a predetermined time or more. When it is confirmed that the "H" period of the horizontal synchronization signal has continued for the predetermined time or more, power is supplied to the A/D converter 4.
