PROBLEM TO BE SOLVED: To provide an image monitoring device capable of responding to influence of light directly reflected from a window on a camera in technology responding to illumination variation generated by external light incident from the window. SOLUTION: A means having polarization function such as a polarization film 108 is provided on the camera 106 for photographing a monitoring area and the window of the monitoring area. The external light incident from the window of the monitoring area to the camera can be weakened, and information at the outside of the monitoring area is hardly reflected on the camera.
