A two-step control fuel pump structure is provided to pump fuel at a low pressure by driving only one gear unit during low speed driving of a fuel pump and to pump the fuel at a high pressure by simultaneously driving two gear units during high speed driving of the fuel pump. A two-step control fuel pump structure comprises a first gear unit(4) formed on a driving shaft(1). The first gear unit includes a first internal gear(2) and a first external gear(3). A second gear unit(5) having a second internal gear(6) and a second external gear(7) is coupled with the driving shaft while being adjacent from the first gear unit. A clutch member is provided between the second internal gear and the driving shaft to selectively connect the driving shaft with the second internal gear according to a rotation speed of the driving shaft.
