A color filter substrate and an LCD(Liquid Crystal Display) having the color filter substrate are provided to form a black matrix of the color filter substrate by using an anti-reflection organic material to prevent light emitted from a backlight unit from being reflected by the black matrix and inputted to thin film transistors of a gate driver. A color filter substrate(300) includes a black matrix(221), a color filter(231), an overcoat film(241) and a common electrode(251). The black matrix is formed using an anti-reflection organic layer on a predetermined region of a substrate. The color filter is formed on a region other than the region on which the black matrix is formed. The overcoat film is formed on the black matrix and the color filter. The common electrode is formed on the overcoat film.
