PROBLEM TO BE SOLVED: To retain suitable cleaning performance by preventing failure in cleaning residual toner on the surface of an intermediate transfer body after secondary transfer and preventing an increase in cleaning time. SOLUTION: A printer 1 primarily transfers toner images to the surface of an intermediate transfer belt 30 from a photoreceptor drum 21 by using toners of different colors, then secondarily transfers the toner images, primarily transferred to the surface of the intermediate transfer belt 30, to paper P by applying a secondary transfer bias thereto, and cleans residual toner on the surface of the intermediate transfer belt 30 after the secondary transfer by applying a cleaning bias of the reverse polarity to that of the electrostatic charges of the toners. In the printer 1, the level of the secondary transfer bias applied in order to secondarily transfer the toner images to the paper P is made variable according to the proportion of each toner used on the paper P. This makes it possible to prevent residual toner on the intermediate transfer belt 30 from being charged to the reverse polarity during the secondary transfer.
