PROBLEM TO BE SOLVED: To automatically generate a service flow definition which is mechanically automatically executable or a work flow definition related to a work involving manual operation input based on an operation process flow reflecting an agreed content with operation side for system construction.

SOLUTION: An operation process flow storage means 1 stores an operation process flow 1a in which a processing execution object shown by a node is set. Specific condition storage means 4a and 5a store a specific condition including a criterion based on the execution object as a criterion for specifying a node constituting a partial flow definition from the operation process flow 1a. Target part extraction means 4b and 5b extract a node satisfying the specific condition stored in the specific condition storage means 4a and 5a from the operation process flow 1a. Partial flow definition generation means 4c and 5c generate the partial flow definition.
