PROBLEM TO BE SOLVED: To stably maintain continuity between a drum raw tube and a shaft pin. SOLUTION: The earth plate 40 comprises a plate type base material 41, a plurality of pawls members 44, and a plurality of contact pieces 46 and 47. The plate type base material is made of a conductive member, and fitted to a flank of a flange member 32. The pawl members 44 are formed projecting from an outer peripheral edge of the plate type base material 41 so that the flange member 32 comes into contact with an inner peripheral surface of the drum raw tube when arranged in an opening part of the drum raw tube. The contact pieces 46 and 47 are formed of portions of the plate type base material 41 and pressed against an outer periphery of a shaft pin when the shaft pin is inserted into a hole 35 of the flange member 32. Then a plurality of projections 36 are projected on an earth plate fitting surface of the flange member 32, a plurality of fitting holes 42 that the plurality of projections 36 engage respectively are formed on the plate type base material 41, and the pawl members 44 and fitting holes 42 circumferentially shift in position.
