PROBLEM TO BE SOLVED: To provide a polyorganosiloxane composition curable at room temperature which has good discharge properties, excellent adhesiveness and storage stability together with excellent curability. SOLUTION: The polyorganosiloxane composition curable at room temperature contains (A) a polyorganosiloxane containing at least one unit represented by the formula: R<SP>1</SP><SB>a</SB>X<SP>1</SP><SB>b</SB>SiO<SB>(4-a-b)/2</SB>in its molecule and having 10-40,000 mPa s viscosity at 23°C, (B) a silicon compound represented by the formula: R<SP>2</SP><SB>c</SB>SiX<SP>2</SP><SB>4-c</SB>, (C) a silica powder containing 0.5-1.6 wt.% water and (D) a curing catalyst. The production method for the composition comprises a process of adding the component (B) to the component (A) containing neither the component (C) nor (D), followed by mixing, and a process of adding the component (C) to the mixture containing the components (A) and (B) and not containing both the components (C) and (D), followed by mixing.
