PROBLEM TO BE SOLVED: To reduce a delay of transmission to a radio access device having small communication amount in inter-radio access device communication. SOLUTION: A network switch device includes: a connection apparatus management table for commonly managing connection information of a radio network apparatus connected to each of radio access devices on the radio network; a signal storing means for storing one or more communication signals to transfer a received communication signal to the radio communication device; a transfer destination deciding means for referring to the connection apparatus management table to decide a radio access device to be a transfer destination of each of stored communication signals; a signal frame creating means for coupling a plurality of data provided with each decided transfer destination information with each of the communication signals stored in the signal storing means to create one signal frame; and a signal transmitting means for transmitting a communication signal having the signal frame created by the signal frame creating means.
