PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a high-quality image by suppressing toner consumption, and an image forming method. SOLUTION: Carbon black contained in a developer 4 functions as a photothermal conversion material by laser light L with which the developer 4 on a developer supply roller 7 is irradiated to convert the light energy of the laser light L to increase the temperature of the developer 4. As a result, the surface layer for the developer 4 turns into a half-molten state. At this time, the developer 4 on the color developer supply roller 7 is subjected to optical writing by the laser light L in a non-contact state with an image carrier 1 and therefore, the heat loss and thermal diffusion due to the thermal conduction to the image carrier 1 when the developer 4 is heated up by the photothermal conversion do not occur and consequently, the high-quality image having no influence of the thermal diffusion on the image carrier 1 is obtained.
