<P>PROBLEM TO BE SOLVED: To stop electromagnetic waves generated by a cellular phone handset and to provide a communication function as a substituting means inside a specified area. <P>SOLUTION: A cellular phone detection mechanism 10 detects the entry of the cellular phone handset 7 into a hospital by small power wireless communication, changes the cellular phone handset 7 from a call termination mode to an off-line mode, and transmits the entry information and owner information, etc., of the cellular phone handset 7 to a controller 5. The controller 5 connects the exchange of a cellular phone carrier that the user of the cellular phone handset 7 has a contract with, validates an incoming telephone call transfer function, and then sets its own telephone number as a transfer destination. The controller 5 which receives the transfer of a calling request to the cellular phone handset 7 makes a subordinate display terminal 6 detect the cellular phone handset 7 inside the hospital by the small power wireless communication and makes the display terminal 6 which has detected it display the owner information of the cellular phone handset 7.
