PROBLEM TO BE SOLVED: To surely detect wandering without requiring manual aid such as a patrolman. SOLUTION: When a load detection signal from a second sheet-shaped sensor 2 arranged farther than a first sheet-shaped sensor 1 is inputted following a load detection signal from the first sheet-shaped sensor 1 arranged near a bed, a determining part 4 can surely detect wandering without any trouble to reduce the trouble of a patrolman, preventing the presence of a patrolman or the like approaching the bed from being erroneously judged as wandering because the determining part 4 is configured so as to automatically determine that a person who should stay in bed is wandering.
