PROBLEM TO BE SOLVED: To provide a fixing device enhanced in fixing speed configured to fix a toner image formed using a liquid developer comprising a toner and a carrier liquid on a recording element by sticking a softener to the toner image, and an image forming apparatus equipped with the fixing device. SOLUTION: A softener is contained in a fixing solution 93 applied with the fixing device 90 configured to fix a toner image formed using a liquid developer comprising a toner and a carrier liquid on transfer paper P as a recording element, wherein a softener having an affinity for the carrier liquid is used as the above softener.
