PROBLEM TO BE SOLVED: To prevent useless energy consumption while improving engine efficiency and pump efficiency. SOLUTION: This control device determines a present pump target delivery flow rate Qsum in response to an operation quantity of operation means 41 to 44 for operating respective hydraulic actuators 31 to 36, and sets a first target engine speed ncom1 adapted to this pump target delivery flow rate Qsum. While, an output limiting value Pplimit of a hydraulic pump 3 is set in response to a work pattern of a plurality of hydraulic actuators 21 to 26, and a third target engine speed ncom3 corresponding to this value is set. When the third target engine speed ncom3 is set to the first target engine speed ncom 1 or less, an engine speed is controlled so that the third target engine speed ncom3 is provided, and the hydraulic pump 3 is controlled so that pump absorbing torque corresponding to the third target engine speed ncom3 is provided.
