PROBLEM TO BE SOLVED: To solve the problem that when forming a light transmission layer of a thin film and an intermediate layer on the base comprising an optical recording medium, for example, a light transmissive layer sheet is formed, punched into round doughnut shapes and adhered to the base, however this method causes a device for manufacturing a sheet a large-scale since it includes coating and drying processes and the sheets are often damaged. SOLUTION: A light transmission material is coated on the surface of a substrate placed on a transfer apparatus including the base by using a coating head, then the light transmissive material is hardened and laser cut around the inner and outer circumferences of the substrate. Thereafter, the substrate having the light transmission material is taken out from the transfer apparatus. Repeating those processes, a light transmission layer and an intermediate layer can be formed efficiently in even thickness.
