PROBLEM TO BE SOLVED: To provide a developing device of which the cost increase is suppressed and which can replenish toner while considering a shift in density detection due to deterioration in a developer, and to provide an image forming apparatus equipped with the device. SOLUTION: The developing device includes a developer carrier 20 holding a two-component developer on its surface, developer conveying members 21, 22 to supply the two-component developer 26 to the developer carrier 20, and toner density sensors 25 to detect a toner proportion in the two-component developer 26, wherein the toner density sensors 25 are placed respectively at two points where the conveying velocities of the two-component developer 26 by the developer conveying members are different from each other.
