PROBLEM TO BE SOLVED: To prevent gas leakage caused by simple and bad use of a test hole. SOLUTION: This constitutional member comprises: a valve blocking member 10 having an attaching male screw part 11a to be screwed with a test hole formation part La; an open chamber part 11b communicated with the test hole formation part La inside; an open hole part 11c linked to the tip side therefrom; an energized valve element 12 for blocking the open hole part 11c, and an attaching female screw part 11d communicated with the open hole part 11c; a lid member 20 for blocking the open hole part 11c by screwing an attaching male screw part 21a with the attaching female screw part 11d; and a plug member 40 equipped with a through hole 43 communicated with the open hole part 11c by screwing an attaching male screw part 41c with the attaching female screw part 11d and having an operating shaft 50 for pressing and operating the valve element 12 against an energizing force. A notch 21c enabling the lid to be mounted/dismounted by a special tool is provided on the side of a flange part 21b of the lid member 20. The lid member 20 is mounted on the valve blocking member 10 at the non-using time of the test hole, and the plug member 40 is mounted on the valve blocking member 10 at the using time of the test hole.
