PROBLEM TO BE SOLVED: To form a high concentration gas hydrate from a gas hydrate dehydrated by a physical dehydration apparatus. SOLUTION: This apparatus for forming a gas dehydrate has a constitution of a vessel 31 to which a gas hydrate dehydrated by a physical dehydration apparatus 2 and a raw material gas are introduced, a mixing means composed of a rotational shaft 35 which agitates the gas hydrate in the vessel and agitating blades 36, and a raw material gas circulation cooling means to suck the raw material gas in the vessel by a circulation gas blower 41 to return it to the vessel through a gas cooler 42, and forcedly circulates the raw material gas through the vessel in which the gas hydrate is agitated and mixed, and simultaneously cools the circulating raw material gas with the cooler. The heat by hydration reaction can be more effectively eliminated with the circulating cooled raw material gas, and accordingly a high concentration gas hydrate can be formed from a medium concentration gas hydrate dehydrated by the physical dehydration apparatus in a short residence time.
