PROBLEM TO BE SOLVED: To obtain a driving device for a hose reel, capable of reliably driving the device by the power of service water. SOLUTION: A paddle wheel 26 is rotatably provided in a casing 22, and a water turbine 21, in which water is rammed against blades 26a of the paddle wheel 26, is also provided. The water turbine is provided with a fixed sun gear 31, a driven sun gear 32, and planetary gears 33, wherein the number of teeth of each gear is different from those of the other gears, the fixed sun gear 31 and driven sun gear 32 are coaxially provided on a supporting shaft 23 for the paddle wheel 26, the fixed sun gear 31 is fixed on the casing 22 side, the planetary gears 33 are rotatably provided, and the driven sun gear 32 is coupled with the drive shaft 4 of the hose reel 1 via a clutch device 40.
