PROBLEM TO BE SOLVED: To prevent a deformation such as distortion from occurring on the external member of a vacuum structural body having a vacuum space.

SOLUTION: This vacuum thermal insulation panel 30 is formed by welding 34 an inner wall member 33 to an external body 31 to form a through hole 32. A groove part 35 is formed near the welded part of the inner wall member 33 so that a slit appears on the surface of the external body 31.
