SOLUTION: To provide a device for applying hair care products includes a support 2, wherein a plurality of applying members are projected from one face 3 of the support, a first group of applying members are disposed as a first row 25, a second group of applying members are disposed as a second row 15, the second group of applying members have a larger average flexibility than the first group, the average interval of the second group of applying members is smaller than that of the first group, and the average height of the second group of applying members is larger than that of the first group.
