<P>PROBLEM TO BE SOLVED: To stably read information even when a plurality of readers are adjacently arranged, when an RF-ID is introduced and a unique ID is managed. <P>SOLUTION: An antenna installation tool 40 has a casing 43 for housing a flat antenna 35 having a radio wave irradiation surface 35a, a pair of antenna support members 41 attached to inner surfaces of the housing 43 facing each other, and a pair of shield plates 44 attached to side surfaces of the casing 43 facing each other. A plurality of grooves 42 for variably supporting the positions of the antenna 35 in the housing 43 in a direction perpendicular to the radio wave irradiation surface 35a.
