PROBLEM TO BE SOLVED: To provide an image processing apparatus which can perform an AF control, an AE control, and an AWB control at a high speed even when blurring occurs, and to provide an electronic camera which carries such an image processing apparatus. SOLUTION: Image pick-up data obtained by imaging by a CCD 1 are sent to a first AF arithmetic unit 2, a first AE arithmetic unit 3, a first AWB arithmetic unit 4, and a movement detection block 8. Inputted image pick-up data are accumulated and added in the first AF arithmetic unit 2, the first AE arithmetic unit 3, and the first AWB arithmetic unit 4; and simple AF evaluation data, simple AE evaluation data, and simple AWB evaluation data are formed. After the movement of the image is detected in the movement detection block 8; the simple AF evaluation data, the simple AE evaluation data, and the simple AWB evaluation data are changed into this AF evaluation data, this AE evaluation data, this AWB evaluation data in the second AF arithmetic unit 10, the second AE arithmetic unit 11, and the second AWB arithmetic unit 12.
