There is provided a radio communication system in which a high-speed packet transmission of upstream line and downstream line can be executed between a base station and a mobile station. A mobile station decides the power and transmission speed which can be used by a first channel of the upstream line in each transmission time unit according to the number of reception times of the downstream packet transmission report signals to the local station received from the base station at a first predetermined time interval before the transmission time unit. The mobile station transmits the upstream packet by using the first channel and transmits the reception result report signal of the downstream packet by using the second channel of the upstream line.
