PROBLEM TO BE SOLVED: To provide a semiconductor device in which power supply noise and noise itself being radiated as radio wave can be reduced and power supply noise in the semiconductor device can be cut, and to provide a regulation method of the semiconductor device. SOLUTION: An open stub OS1 is formed on the upper wiring layer in a semiconductor device 1. Stub length L1 is set equal to a quarter of the wavelength of a known frequency having a noise peak component. A noise receiving section AT1 is arranged contiguously to the open stub OS1. The open stub OS1 is connected with power supply wiring 4 through interlayer wiring 6. The noise receiving section AT1 is biased to the ground potential. Basic wave component and odd harmonics of noise generated from a PLL circuit 11 and propagating on the power supply wiring 4 (arrow Y1 in Fig. 2) are reflected on the open stub OS1 to return back to the PLL circuit 11 (arrow Y2 in Fig. 2) and do not reach a filter circuit 12.
