PROBLEM TO BE SOLVED: To provide a display device with which a high-resolution picture is displayed by shifting an optical path corresponding to a line sequential driving liquid crystal display element, and to provide a picture projection device. SOLUTION: The display device is equipped with the transmissive liquid crystal display element 13 driven with a line sequential driving method, an optical path shifting element 14 scroll driven in synchronization with the driving of the transmissive liquid crystal display element 13 and shifting the optical path of pixel light from the transmissive liquid crystal display element 13, and a polarizing plate 12 to polarize and separate the pixel light subjected to the optical path shift by the optical path shifting element 14, wherein the optical path shifting element 14 is equipped with a pair of substrates, a liquid crystal layer interposed between the substrates and assuming a chiral smectic C phase aligned, so as to make the layer normal be parallel to the substrate normal, and a switching element circuit scroll driving the liquid crystal layer in synchronization with the driving of the transmissive liquid crystal display element 13, and the optical path shifting element 14 is disposed between the polarizing plate 12 and the transmissive liquid crystal display element 13.
