A plasma display panel is provided to suppress instability of discharge irrespective of reduction of total thickness of a dielectric layer. A scan electrode(102) and a sustain electrode(103) are arranged in parallel to each other on a front substrate(101). A first dielectric layer(104a) is formed to cover the scan electrode and the sustain electrode. A second dielectric layer(104b) is arranged on an upper surface of the first dielectric layer. The permittivity of the first dielectric layer is larger than the permittivity of the second dielectric layer. The thickness of the first dielectric layer is thinner than the thickness of the second dielectric layer.
