PROBLEM TO BE SOLVED: To realize comfortable floor heating with few limits in a pipe diameter of heating medium piping with a simple constitution. SOLUTION: The floor heating device has a constitution such that a closed internal air layer is formed between a floor backing material having heat insulation and a floor surface material having heat transfer, and in the internal air layer, the heating medium piping carrying a heating medium and comprising a pipe with an outer diameter fitting within a height of the internal air layer, is laid by fixing it at a plurality of locations by metal fixing members 7. The fixing member 7 is provided with a holding part 8 holding the heating medium piping 6, a fixing portion 9 to be fixed to the floor backing material, and a fin structure 10. The fin structure 10 does not contact the floor backing material or the floor surface material, and it is constituted to directly radiate heat of the heating medium piping 6 into the internal air layer.
