PROBLEM TO BE SOLVED: To provide a method for producing a water-soluble polymer having an amidine structure unit at a low cost. SOLUTION: The water-soluble polymer is produced by carrying out the Hofmann reaction of a copolymer of (meth)acrylamide and (meth)acrylonitrile, neutralizing the product with an acid and heat-treating the neutralized product.
